THE NCRB/TEFMA SCHOLARSHIP
The National Committee on Rationalised Building (NCRB) was established
in 1968, bringing together Federal and State bodies involved in
building or managing built assets in Australia and New Zealand to
provide a forum for improving the efficiency of construction. It
later widened its membership to incorporate Universities and commercial
entities with large building /asset portfolios.
Its objectives include:
- To develop communication networks to foster information transfer
on these topics.
- To be a focal point for research on rationalisation of procedures
for acquisition, utilisation, procurement and operation of built
facilities.
Ideas and information from the NCRB have long been incorporated
directly into the activities of member organisations, and more visibly
through its publications, the most successful and influential being
the Glossary of Building Terms, now in its fifth edition
in partnership with Standards Australia International. The multi-disciplinary
nature, strong research ethos, high quality technical expertise
among practitioners and researchers involved with NCRB, and rigorous
steps in the process of delivering proposals have given their publications
a depth, an integrity and reliability which have created standards
in their own right.
The NCRB through its Asset Management Sub-Committee has continuously
worked to provide knowledge and advice on issues of critical importance
to achieving world best practice in building related asset management
in Australasia. Since 2000, the Asset Management Sub-Committee has
worked closely with the Tertiary Education Management association
(TEFMA) to make its intellectual property in the philosophy, doctrine
and policies of asset management available to a wider audience,
including having NCRB publications on asset management being available
on the TEFMA internet website. This Scholarship is part of that
Agreement.
The NCRB/TEFMA Scholarship is an opportunity to continue the NCRB
ethos in asset management. The scholarship is to be offered through
the University of Sydney's Faculty of Architecture. Application

The Tertiary Education Facility Management Association / National
Council for Rationalised Building (TEFMA/NCRB) Scholarship has been
made possible by the generous donation and commitment of the Board
of Directors of the Tertiary Education Facility Management Association
supported by the National Committee for Rationalised Building. The
Scholarship is, in the first instance, for a three-year period 2005
through 2007. Additional information on TEFMA and the NCRB can be

Purpose and Conditions of Award
The scholarship is awarded to the outstanding full-time Masters
applicant to the Facilities Management (FM) Graduate Program at
the University of Sydney who intends to complete the 2-year Honours
program with research dissertation (i.e., top FT applicant intending
to do masters with Hons).
The scholarship is set at $1,500 ex GST pa for a maximum of two
years providing the student remains in very good standing (distinction
level). Three such scholarships will be awarded, in the first instance,
over the 2005-2007 period, i.e., one in 2005 extending into 2006,
a second in 2006 extending into 2007, and the third in 2007 extending
to the end of 2008.
The scholarship recipient is encouraged to present a research paper
based on the honours dissertation research at the national TEFMA
Conference at the end of the second year of candidature. Consent
to its publication on the TEFMA website and to submit an article
on the research outcomes for publication in the TEFMA newsletter,
"INSIDE". It is also hoped that the recipient will attend
the TEFMA conference during the first year of receipt.
TEFMA/NCRB is to be recognized as the sponsors of this Scholarship
in any publication associated with the Scholarship.
In the first year, if there is not a suitable full-time candidate
for FM (Hons), the Selection Committee may choose at its discretion
to award the scholarship to the top entering full-time student studying
toward the pass level graduate qualification in Facilities Management.
