About the Opportunity
The Associate Director (Strategic Asset Management) will lead a team responsible for the ongoing development and delivery of the USQ’s Strategic and Operational Asset Management activities as they relate to the University’s facilities, buildings and property portfolio. This is a critical leadership position within Facilities Management, requiring a detailed understanding of Strategic and Operational Asset Management and ISO 55000 within an institutional context.  
The Associate Director (Strategic Asset Management) will champion Strategic Asset Management at USQ and will be responsible for operationalising the Strategic Asset Management Plan to align USQ’s
asset portfolio with its strategic objectives and priorities. The Associate Director (Strategic Asset Management) will adopt a life cycle approach to guide the planning, acquisition, operation and
maintenance, recapitalisation, and disposal of assets while managing risks, costs and stakeholder expectations.

Key Responsibilities

  • Undertake all work related activities in accordance with the Work Health and Safety Act 2011 (Qld), USQ Policy and Procedures and the processes relevant to the task being undertaken and/or plant and equipment being used. Safety at work is a primary responsibility.
  • Develop, implement and monitor the University’s Strategic Asset Management Plan (SAMP), including relevant policy, strategy and methodologies to prioritise investment for the effective management of existing assets and implementation of associated long term Capital Investment Plans.
  • Lead and direct Asset Management staff to undertake asset performance assessment and develop short, medium and long term programs to address performance requirements and develop a range of asset  anagement and maintenance plans.
  • Be responsible for the organisation’s ongoing asset management development and adoption of the principles of ISO 55000 Asset Management Standards, particularly in guiding capital investment and operational budget decision making. Develop key asset management objectives for the organisation based on drivers underpinning the ISO Standards.  
  • Exercise strong financial management and be accountable for delivering within time, budget and policy parameters to achieve key performance indicator and service level targets. Implement performance reporting  to monitor corporately agreed and aligned KPIs.
  • Ensure that Asset Management systems within USQ are capable of successfully supporting a Strategic Asset Management approach through the provision of timely, accurate and cost-effective data. Prepare  reports, at a minimum annually, on the performance of the asset portfolio against the nominated risk profile and KPI’s based on industry best practice. These might include Facility Condition Index, Asset Consumption Ratio, Capital Replacement Ratio and Asset Sustainability ratio.

This position seeks to improve UOW’s sustainability performance through the development and delivery of sustainability plans and initiatives. This role includes; managing energy supply contracts and procurement, managing utility metering and monitoring systems, analysing environmental data and reporting, providing technical advice, and managing suppliers.

  • Manage and develop UOW utilities metering and monitoring systems and associated suppliers to obtain accurate and timely data;
  • Provide technical advice and documents including; business cases, specifications, guidelines, tenders, procedures and systems to improve sustainable practices and support UOW’s related strategic objectives';
  • Manage applications for sustainability initiatives and any associated certificates or monitoring to ensure feasible projects and compliance with related requirements;
  • Communicate, consult and develop strong relationships with internal and external stakeholders to ensure industry best practice is achieved and enhance engagement with the organisation;
